    Scaling with the Scale Tool scales the objects without taking into consideration the Constraint Lock icon, it works independently of the state of this icon. Only when you use the W & H fields, the Constraint icon is used.
    So, it is not a bug. You can also see this work similarly in Adobe Illustrator too.

    If you're calling this a "feature" of the software, then it's a bad feature. When locking proportions I expect them to stay locked no matter how I'm scaling the object. I know no one who uses width and height fields to scale an object.

    The OP was from 2019, another post in 2023, and now me in 2024.

    Stop ignoring your users.
