This issue has been resolved in the latest version of InDesign - InDesign 18.4
Please update to this version of InDesign from Creative Cloud Desktop application to get the fix.

The workaround that was mentioned in the community post worked for my users. I had them disable the Windows Explorer Preview panel and report back after using Indesign like normal for 2 weeks.
