   I'm experiencing this same issue. It's been an issue on and off over the past few years. Adobe seems to correct it with an update, but then it returns a few updates later. The latest version of InDesign (16.2.1) does it for me. Downgraded to 16.1, issue is still there. 16.0.2 as well. Guess I haven't had to use the Bullets and Numbering feature under Paragraph Style Options in awhile.

   I'd greatly appreciate a fix or at least a work-around from Adobe for this pervasive issue. Thanks.
