Fix for this issue is now available in the latest update of InDesign 2020 – that is, InDesign 15.0.1
In the Creative Cloud Desktop application, click on the Updates section on the left. You should be able to see the Update available for InDesign. Please update your InDesign application to this version to try out the fix.
Let us know in the comments section if you face any problem with the updation process.

Adobe InDesign TeamAn error occurred while saving the comment An error occurred while saving the comment Anonymous commentedWe usually do multi page layout in InDesign and then submit to client subject for revision in PDF. Prior to this 2020 update, when I receive the PDF with comments/annotations I then load it to InDesign thru PDF Comments Panel. And all comments/annotations does appear in the InDesign layout in their proper pages. When we upgrade to 2020 some of the comments appeared on the master page (A-master page) as seen on the image. Why did they appear in the master page instead of their proper pages?

Can't find "InDesign CC Prerelease" in the list. I only found this four:
1. InDesign Developers Prerelease
2. InDesign Family SDK Download Program
3. InDesign Prerelease
4. InDesign Server Trial Downloads Program
