The fix for this issue is available in the InDesign PreRelease build(v20.2.0.024) and above.
Please check if the issue is now resolved.
Download/Update the latest InDesign PreRelease build in Creative Cloud under the “Prerelease” category(Refer to “Prerelease_CreativeCloud.png” for reference)
Please apply to the InDesign PreRelease in case you don’t have access to the InDesign PreRelease build – https://www.adobeprerelease.com/beta/C6DFA254-C40C-4EEB-8F6D-F4AEDA2E6171

InDesign version 18.2.1, I searched but couldn't find the same issue anywhere else, so I report it here. Attached is a PDF file with the problem. Description is as follows.
There are 3 paragraphs of text, the middle one in black color to be clear. "Honor Text Indents in addition to Text Wrap" is ON.
Needless to say that NO yellow frame has any runaround applied to it. They are there for illustrative purposes.
On the second (black text) paragraph, everything is just OK. The paragraph has a 20 mm left indent and the runaround of the red frame is 30 mm. All is working as it should.
But, on the 3rd paragraph, immediately before the bold-red-all_caps text in the first line, I have inserted and "indent-to-here" character, to which indent 30mm more of space is added due to the runaround of the frame and the option "Honor Text Indents in addition to Text Wrap" turned ON. The lower part of the same paragraph (just after the yellow frame with 30mm in it) is correctly indented to the "indent-to-here" character, something that SHOULD have occured to the whole paragraph.
