I just had this happen to me, so it's still occuring. I'm running the latest InDesign on Mac OS Catalina.
– When quitting inDesign, I was asked to save changes to open documents, which I'd already saved and closed individually before attempting to quit the program.
– I cancelled the prompt, which ended on a "-/*TempScratchDocument*/-" error. I was able to cancel out of that.
– Upon reopening InDesign, there were 11 untiled documents with a single empty A4 page on each.

Not sure what's causing this.
