I am also having this problem. I've updated to the most current version of INDD (14.0). I'm using Windows 10 Pro. I have 3 1920x1080 displays. I have tried changing the scale of text, apps, etc. to 100% from the recommended 125% (as suggested on a similar thread) and this does not help.
After some experimenting, this appears to only be a problem on the 2 external displays. The cursor on the menu behaves properly on the "main" display.
