   I just determined that the culprit is a recent update to a utility called Smart Scroll by Marc Moini.

   The problem persists even when preferences and cache files are deleted, InDesign is deleted and reinstalled. I also tried reverting back to 13.0.1. But interestingly, the problem does not occur in Safe Mode.
