An error occurred while saving the comment For anyone still following this request: I built a current Merge Text Frames tool specifically around this missing InDesign workflow.
Merge Text Frames Lite is free and handles the straightforward case of combining selected frames:

An error occurred while saving the comment This exact workflow was one of the reasons I built Smart Relinker Pro.
It goes beyond InDesign's native Relink to Folder workflow by handling recursive folder structures and more controlled batch replacement — including production workflows where the replacement assets use a different extension.
So a workflow such as:
low-res JPG → high-res TIFF/PSD
while searching through subfolders
can be handled without going through each folder individually.

Full disclosure: I'm the developer. I'd still like to see this added natively to InDesign, but hopefully this helps people dealing with the workflow described here.
I ran into the same limitation and ended up building a small InDesign tool around it.
Smart Relinker Lite lets you select a root folder and searches its subfolders recursively for missing assets, while avoiding ambiguous matches rather than blindly relinking them.
