How has this not been responded to? It's maddening. I have a textbox at the top of a page, so I cannot anchor it to the text above it or it will be attached to the previous page. Okay, so I anchor it to right before the text following it. It hides the first line of text. I apply text-wrapping with a .25 in padding. It still hides it. Okay, so then I go to Anchored Object Options, and select position as Above Line. It nudges my textbox to the right. The dialogue box gives me Y offset controls, but no X offset controls. I ensure that "prevent repositioning" is unchecked, yet it will not allow me to reposition it. It behaves this way whether I anchor it by dragging the anchor manually or paste it into the beginning of the other text frame. Adobe has literally blocked all approaches to making this anchored object behave the way it is supposed to, so my only hope for reading order is to find this text box after exporting and ensure the tag is in the correct order. Did I mention this is a 99 page document?

I'm beginning to see the truth: Adobe truly does not care about making accessibility easier (or really, anything) for designers, so it has effectively turned its back on disabled users.
