    It was my post on Adobe Community.
    That wasn't a real solution: on new Windows local account, InDesign panels worked correctly only because I used default right-hand mouse settings.

    Do you have left hand mouse settings on Windows 10?
    I isolated by myself the issue after a lot of tries (and a lot of useless tips from Adobe Help Center): it only appears if Windows settings > Mouse settings are setted for left handed users. (Unfortunally, I'm left handed.)

    During this months I accidentally found a better shortcut to restore full functionality: a click on mouse secondary button.

    I informed Adobe Help Center, but after a year of waiting and paying subscription bills, they didnt't solve anything.
