I had this problem, clicking the menu once didn't drop down the sub nav, clicking it again made the sub nav flash open for a second. Nothing fixed it, even re-installing ID twice. Basically unusable. I went to the folder where the data is stored for my active ID version, saved a copy of it all to my hard drive just incase and then trashed the data in the actual recovery folder and it now works again. /[Hard Drive]/Users/[User Name]/Library/Caches/Adobe InDesign/Version [#.0]/InDesign Recovery
On Windows XP:
C:\Documents and Settings\[User Name]\Local Settings\Application Data\Adobe\InDesign\Version [#.0]\en_US\Caches\InDesign Recovery
Obviously, this is at your own risk, I seem to have gotten lucky here. Keep a back up just incase you need to reinstate.
