I have also been experiencing this problem ever since I switched from the InDesign CS series to Creative Cloud. I have been working with Adobe on it for several months. Ive been able to isolate the issue to when 'pages' is selected in the units and increments section of the preferences menu. If the origin is set to spread, the ruler displays normally without the extra 'marks'. I am even able to reverse the problem in older documents that have been previously corrupt. Adobe is working on resolving the issue permanently but in the mean time, this is a work around.
