So I discovered some new details:
1) the lag only happens between the thumbnails when I am in pages panel. When the cursor is over a thumbnail, the cursor moves as expected. As soon as I mouse between thumbnails, the cursor becomes sticky and is difficult to move.
2) this appears to be an issue when the cursor size is increased in the Mac's System Preferences (under Accessibility > Display > Cursor Size). I originally had the cursor size set around the fourth "tick" between Normal and Large, and this is when InDesign had issues the the cursor lag on the pages panel. I just now reduced the cursor size to the second "tick" between Normal and Large, and now… NO ISSUES.
