I have been having a similar problem since upgrading to InDesign 19.4.
I organize my folders using the Finder Tags and then Group by Tag to keep track where projects are in the production process. If I set the Place [Command D] window in InDesign to display Group by Tag [see attached] after replacing one image, I need to start back at the root server level and then click down though the series of folders to get to back to the same art folder to replace the next photo, and so on with all images I am replacing.
I only need to do this if the Place in InDesign window is set to Group by Tags, if it is set on any other option, Group by None, Group by Name or Group by Application — for instance — it stays in the previously selected folder.
