I have same or even worse problems, but seem to find a workaround:
Change the display resolution from "Default" to “Scaled”—Mine is a 4K monitor. Not a solution, but a temporary adjustment until Adobe fixes the issue.

Monitor: BenQ PD3220U (4K)
On Normal or Preview screen mode, I see not only thin horizontal lines but also staggered edge on the right side of document—See attached screenshot. Also edges of outlined logo type or vector artwork sometimes shows abnormal or staggered breaks. The issue seems to disappear when I zoom in/out the view, but comes back as soon as I scroll or forward/back the pages.
Changing Display Performance or Preview on CPU wouldn't help.
