1. Indesign 18.1 (Mac OS 13.2)

2. steps to reproduce:
   (a) new document, make table with 1 header row and 2 or more body rows
   (b) set the bottom edge stroke of the header row to something, eg 10pt
   (c) run script that gets that table's height property (see attachment)

3. Expected result: height measures the full height of the table

4. Actual result: the height value isn't correct. It is less than the actual table height by (the stroke width in step b minus 1) divided by 2.
